Property and Leasing Officer
This is a permanent full-time position commencing July 2026
Education Business Services (EBS) provides professional business services and operational support to Western Australian public schools, statutory boards and Department divisions across finance, information and communication technologies (ICT) and infrastructure. EBS is committed to delivering responsive, flexible, transparent, accountable and collaborative services that strengthen organisational capability and support the delivery of high-quality education outcomes.
Within EBS, the Infrastructure Division is responsible for the planning, provision and management of educational facilities, including land planning, asset management, capital works and maintenance programs. The Infrastructure Operations Directorate supports schools through property management, lease and shared-use arrangements, security and emergency management, environmental services and management of the WA Schools Public Private Partnership (PPP) contract.
The Role
Infrastructure Operations manages a large and diverse portfolio of properties. The portfolio varies in both the complexity of the arrangements and the types of use of the property. In this role, you will manage the establishment, renewal, variation, extension and surrender of departmental property leases and licences, ensuring compliance with lease conditions, policies and regulatory requirements. In doing this, you will need to liaise effectively and develop recommendations. You will also need to attend meetings and visit the properties assigned to you. You will also conduct research and analysis to support business cases, ministerial responses and informed decision-making on leasing arrangements
There may also be a need to coordinate or arrange property maintenance, office fit-outs, surplus property management and end-of-lease processes, including inspections, reinstatement works, utility updates and financial reconciliations.
You will also provide specialist advice and subject-matter expertise to internal stakeholders, landlords, lessees and licence holders on lease obligations, dispute resolution and property management matters. Liaison with schools, landlords and departmental representatives to negotiate lease arrangements, maintain effective stakeholder relationships and support customer-focused service delivery across the portfolio will also be a part of the role.
You will also be required to support branch operations by contributing to team objectives, change management initiatives and continuous improvement activities. Furthermore, you will participate in cross-functional committees and collaborative projects while promoting a safe, inclusive and high-performing work environment aligned with organisational goals and service standards.
